I see nothing wrong with this law. If you're going to own dogs and take them out they need to be on a leash. This keeps the dog safe and other people safe. 99% of all towns and cities have the same laws. Nothing sneeky or odd here just common sense.
dogs should run free that is the way god made them not chain to a tree this law is just away to make money off of the towns people the cc has went to hell i tell ya
my dogs are house dogs they sleep all night on dog beds they have a fenced dog yard and they are never tied with a chain .they are fed everyday and always have clean water
