Clark Barnes was not a resident of Randolph County when he was elected. He even changed his voter registration to let two Upshur County Republicans to run in the 2014 Primary, listing a residence that he did not occupy. He has been an Upshur County resident for his term. I would think there are legal issues to be resolved.
