Heard it through the grapvine the city hired a new police chief. No word on when he will start but heard he was a kentucky officer who got into trouble there and can't work there anymore so now he is going to be our problem. Who makes the decisions ahout who gets hired and what do they base it on because if this guy can't work in kentucky why would we want him here. Seems like the city is only asking for more trouble.

Do you know why he can't work in KY? Because I do so maybe someone should ask some of his former coworkers how decent he is. Sorry to get you started but I just call it like I see it and if this guy can't work in KY anymore because of an issue he had there why should he be allowed to work here. You can defend him if you want but that won't change the fact that he can't work as a police officer in KY anymore and the only person he has to blame for that is himself.
We have one of the ky fried felons,in Pocahontas county and it has,not gone well . The word must be out in ky uf your a,cop and get busted the dummues in wv will hire or elect anybody . Heck they pro.oted a,serial sex offender and it took the fbi and,state to charge him our sheriff couldnt do it he,wouldnt lusten ti the underage victims . 24 and 66 counts of course we will hire a,gut not allowed,to be a cop in another state.
Heard the same thing about him and if its true shame on him and shame on the mayor and council for hiring him. I thought we were moving in the right direction when they got rid of all the problem children they had but I guess its full speed reverse for Richwood.

From what I was told he was involved in some illegal dealings with another officer and when they got caught he ratted the other guy out in return for not being prosecuted. Can't ever work in kentucky again so he comes to WV and gets a job, is this a great country or what. If this the type of guy they hire as chief I can't wait to see what kind of people they hire for officers.
Some people absolutely amaze me. The first one to form an opinion before they know anything about the guy. I have spoke with a few people in Pocahontas that he has either worked with or had encounters with. I was told that he is strick but fair. And very loyal to his career path. From what I understand of his KY career, he done what was right And reported a co workers criminal activity. In turn he was retaliated against for doing so. If that is wrong then so be it. But sounds to me like he made a moral & ethical decision. So instead of bashing the guy on rumors why don't people try to see what kinda guy that he is. Again just a thought!!

I can't see the WV Division of Law Enforcement Standards approving his appointment if there was an issue of this magnitude. The state would have the final say if Cowen could hire him or not. So, if you really want to know, file an FOIA form with the county court system in KY which this was supposed have happened in ,and you will really know if this is true or not. I'm betting it isn't.
I am not one who gets overly excited about peoples rumor mills, however I will gladly let you ALL know that a FULL investigation has been Conducted/Completed by the LETC (Law Enforcement Training Commission. And I & my certification are in good standings. So for those of you who doubt my Integrity and Morals that is fine. Rumors do not bother me but if any of you would like to discuss my future and/or background. By all means come talk to me. I have NOTHING to hide.

I wanted the chief job. But I know nothing about law enforcement. Buy I wanted to learn. I may be 2 faced old man who try's my best to cause trouble but I feel like I could ride around in uniform and be a cool old man. People think I'm a POS. but I can change.

Explain why you cant work in the entire state of ky. The pocahontas,commentator printed the entire story so i already know whar happend

He was never convicted of anything so it would not show up on any background check, triple I, or any other check. He worked out a deal and was not prosecuted. However he can no longer work in KY. If he worked in this state and did the same thing he would not be allowed to work here either. This is why the WV LET requires your old dept to fill out a change in status form when you try to get hired by another WV agency. It keeps issues with individuals like this from happening. By the way its true so no FOIA needed.
